Recruitment as a Service: what it is and when it makes up for you

Recruitment as a Service (RaaS) is to hire the selection of staff as a fixed and predictable external service, just as you hire a SaaS: you pay a monthly fee or a processing fee and the agency is responsible for searching, screening and running for candidates. No percentages on salary, no surprises on the invoice.

Having said that, we nuanced: the term is a broad umbrella. Below there are very different models, and not everyone is worth the same for a Spanish SME. We go in parts.

How the RaaS model works

In a traditional selection process with headhunter, the cost is variable: between 20% and 33% of the gross annual salary of the contracted person. For a job of €38,000 that means between €7,600 and €12,500 of fees. If the candidate does not fit before the three months, many agencies do not replenish at no additional cost.

The RaaS breaks that logic. The most common structures are three:

  • Monthly capacity fee: you hire X active processes per month. The agency works continuously for the duration of the subscription.
  • Fixed fee per process: you pay a closed amount for each position, regardless of the candidate's final salary.
  • Pack of candidates: you receive a certain number of profiles screen two for a specific vacancy.

In all three cases the provider assumes the active search (does not wait for CVs to arrive), the first screening and, normally, an initial interview. You receive finalists, not mountains of resumes.

What's the difference between RaaS and an ETT or headhunter?

It's easy to confuse them.

The key difference against headhunter: the cost does not scale with salary. A RaaS that charges €1,490/month costs you the same if you are looking for a technician of €28,000 than an intermediate command of €50,000.

In front of the ETT: in RaaS, the worker enters directly into your workforce. No cession, no later bureaucracy to "convert it".

When the RaaS compensates (and when not)

Compensates when:

  • You have more than 3-4 engagements per year. Below that volume, one fee per single process may be sufficient.
  • You want predictable cost. If your CFO needs to close HR budget at the beginning of the year, a monthly fee is much easier to defend than an uncertain percentage.
  • You need speed. A well calibrated subscription model starts the search the same day you confirm the vacancy, without negotiating fees each time.
  • Your positions are high rotation. Hostelry, operations, logistics: paying 25% of the salary for each cook or deliveryman is economically absurd.

It does not compensate so much when:

  • You only hire one person every two years. Paying monthly fee for months for a single search is more expensive than on-time service.
  • The profile is so unique that you need a very specialized niche search for months. Some technical profiles or C-suite continue to justify the variable fee model because the search can last four months and requires comprehensive market mapping.

That honesty matters: the RaaS is not the universal answer. It is the correct answer for a specific company profile.

What metrics you should ask any RaaS provider

Before you sign anything, three questions that leak a lot of noise:

  1. How many days will it take to present the first finalists? Not "in starting the search". To present. Any serious agency has this data by type of profile. For example, in hotel profiles the average coverage around three weeks; in senior engineering profiles it can exceed ten.
  2. What percentage of candidates do you present end up in signed bid? A rate of 30-40 % is decent. Above 90% indicates that the supplier screened very well before sending you anything, which saves you hours of interviews.
  3. What replacement guarantee do you offer and under what conditions? The usual range in the Spanish market goes from 30 to 120 days. Look at the small print: some plans require you to follow their onboarding process to activate the warranty.

If the provider does not have data of its own to answer the first and second questions, it has no real history. That is a sign.

How the RaaS fits the size of the company

The RaaS was born in American startups that needed to climb fast without setting up their own HR department. In Spain it has been slow to arrive because the selection market was dominated by consultants of variable fees and employment portals.

Currently the model fits especially well in pymes of between 10 and 200 employees: too large for the CEO to manage the selection alone, too small to have a dedicated and budgetd People team to actively search.

Frequently Asked Questions

Is RaaS the same as RPO?

They are cousins, not twins. The RPO involves giving up the complete management of the selection process, sometimes including a dedicated recruiter who works from your offices. The RaaS is more modular: you hire the search capability without yielding control of the process or final decision-making. In practice, many agencies use the terms interchangeably, so always ask what exactly the service includes.

Can I cancel a RaaS subscription if I don't need to hire for a while?

It depends on the contract. Serious providers offer monthly periodicity without long stay. Before signing, check the minimum notice of cancellation and if the processes opened at the time of discharge are still covered until they are closed.

Does the RaaS work for very technical or managerial profiles?

Yes, although the deadlines are higher. A Senior Engineer profile may take between 8 and 12 weeks; an industrial manager, about a month. For those profiles, the monthly fee ends up being cheaper than the percentage of a headhunter, provided the supplier has real experience in those sectors. Ask for similar search references before committing.

What if the hired person leaves before 90 days?

Most RaaS suppliers include a replacement warranty: they search for you again for a defined period of time at no extra cost. The usual range in the market is 60 to 120 days. Some plans condition you to follow their onboarding recommendations, so read that clause before signing.
